<p>Health campaigners claim that banning the displays would benefit the nation&#8217;s health because it would cut the number of young people who take up smoking. But the federation, which disputes evidence for the claim and warns that the move would be bad for business, has hired a lobbying company to make its case with MPs. Emails sent to MPs by account executives at Hume Brophy, which also lobbies on behalf of British American<a title="More from guardian.co.uk on British American Tobacco" href="http://www.guardian.co.uk/business/britishamericantobacco"> </a>Tobacco, suggest the federation&#8217;s campaign has been a success.</p>
<p>&#8220;The federation is a puppet of the tobacco industry,&#8221; said Colin Finch, its president in 2001 and 2007, who accuses tobacco companies of using &#8220;retailers to legitimise their campaign&#8221;. He said tobacco money flowed into the federation &#8220;discreetly&#8221; via sponsorship of trade events, annual conferences, seminars, meetings and dinners.</p>
<p>&#8220;The whole situation with the federation and the tobacco industry is out of kilter,&#8221; said Finch, who opposes the display ban, arguing it is unfair and will not work. &#8220;The federation&#8217;s code of ethics has been poisoned by the tobacco industry.&#8221;</p>
<p>David Daniel, the federation&#8217;s trade relations manager, rejected claims that it was too close to the industry and said it was acting to protect members&#8217; livelihood. &#8220;We are speaking to them [the tobacco industry] and exchanging views and expertise, but to say we are in their pocket is a million miles away [from the truth],&#8221; he said.</p>
<p>When asked whether the federation was receiving money from the tobacco industry for its campaign against the ban, Daniel said: &#8220;We work with a lot of partners. I am not sure we would want to make public the commercial arrangements we have with them.&#8221; The federation confirmed that about 3% of its income came from the tobacco industry, but denied there was any link between its policy line and its commercial relationships. The close links between the federation and tobacco companies are well established.</p>
<p>However, allegations that a trade body that has lobbied MPs has been influenced by tobacco firms will be seized on by health campaigners. The UK is a party to the World Heath Organisation convention on tobacco control, which compels governments to ensure the drafting of policies is free &#8220;from vested interests of the tobacco industry&#8221;.</p>
<p>&#8220;The government is required to protect its public health policies with respect to tobacco from the commercial and vested interests of the industry,&#8221; said Deborah Arnott, director of the anti-smoking campaign group, Ash. &#8220;If the government repeals or significantly delays the display ban it will have utterly failed to live up to its international treaty obligations.&#8221;</p>

<h1><span style="font-size:medium;">The British Dental Association has joined other members of the Smokefree Action Coalition in applauding this week&#8217;s Government announcement of a plan to reduce smoking prevalence. The plan includes prohibiting the display of tobacco products in large shops by April 2012 and small shops by April 2015 and a commitment to consult on forcing tobacco products to be sold in plain packaging. It also sets out targets for the reduction of smoking prevalence in adults, children and pregnant women.</span></h1>

<p>Professor Damien Walmsley, Scientific Adviser to the BDA, said:</p>
<p>&#8220;Tobacco use has a significant negative impact on dental health, contributing to the increasing number of cases of oral cancers and conditions such as gum disease. Tobacco is one of the factors that creates and perpetuates oral health inequalities in the UK. As a member of the Smokefree Action Coalition the BDA is committed to eradicating the harm that tobacco does to the nation&#8217;s health and we applaud this week&#8217;s announcement as a positive step forward.&#8221;</p>

<div>UK – Drivers who light cigarettes in company cars are being hunted down by ‘sniffer wardens’ after a council teamed up with police to smoke them out.Tendring District Council and Essex Police are so eager to catch employees having a puff behind the wheel that they’ve set up road blocks across the county.</p>
<p>Armed with nothing but a heightened sense of smell, the sharp-nosed enforcers lie in wait, sniffing inside the cars of suspected lawbreakers, and scouring for used ashtrays.</p>
<p>Anyone caught smoking in a company car faces a £50 fixed penalty fine or taken to court and issued with a £200 fine and conviction.</p>
<p>And if they discover signs that the driver may have been smoking, they can alert the company boss who too may receive a fine up to £2,500. Failure to apply no smoking stickers inside the work vehicle can carry a fine of up to £1,000.</p>

The movie, which has been branded a health hazard, features the voices of Depp, 47, actress Isla Fisher, 35, and actor Bill Nighy, 61.</p>
<p>It is about a group of chameleons searching for water that has been stolen from a town called Dirt.</p>
<p>According to Kori Titus, CEO of non-profit organisation Breathe California, throughout the film &#8220;at least 60 instances of characters smoking&#8221; have been counted.</p>
<p>Anti-smoking activists are now claiming the images of animated lizards and birds puffing on cigarettes pose a risk to children, who they claim will want to take up the habit after seeing the footage.</p>
<p>&#8220;A lot of kids are going to start smoking because of this movie,&#8221; the Daily Express quoted Stanton Glantz, director of the Center for Tobacco Control Research and Education at the University of California-San Francisco, as saying.</p>
<p>According to the Sydney Morning Herald, campaigners now want movie chiefs to add a Surgeon General&#8217;s warning to the project.</p>
<p>A spokesperson for movie studio Paramount, Virginia Lam, insists they never meant to condone smoking and they ensured the main character isn&#8217;t seen puffing away.</p>
<p>&#8220;The images of smoking in the film&#8230; are portrayed by supporting characters and are not intended to be celebrated or emulated,&#8221; she told USA Today. (ANI)</p>

<div class="fullWidth floatLeft dottedTop">Senate Bill 575 aims to ban smoking in all retail and wholesale tobacco shops, private clubs, hotel lobbies, bars, taverns, businesses with five or fewer employees, banquet rooms, warehouse facilities, employee break rooms and other specified locations that have been exempted from the state’s Smoke-Free Workplace laws which passed more than a decade ago.“There are many things wrong with this legislation,” said Chris McCalla, legislative director of the IPCPR, “not the least of which is that it is contrary to the principles on which our country was founded.”</p>
<p>McCalla said that tobacco is a legal product and that its use should not be legislatively prohibited, especially to the extent that small businesses, jobs and tax revenues are threatened.<br />
“We support the right of business owners to choose whether or not to permit smoking on their premises. But when the government starts legislating behavior and infringing on their rights, it’s just plain wrong,” he said.</p>
<p>McCalla said that Senate Bill 575 would cost the state money, jobs and small businesses. “The Federal Reserve Bank of St. Louis has published a study based on data provided by the U.S. Bureau of Statistics that proves such bans negatively impact jobs, revenues and businesses. Many states have realized this to be true and are re-evaluating their position on such bans. In many cases, they are permitting smoking in locations such as those currently exempted from California’s indoor smoking ban,” said McCalla.</p>
<p>“Not only that,” he added, “but Californians and visitors to the state who enjoy an occasional good cigar with a glass of wonderful California wine will have virtually nowhere to do so if this legislation is allowed to pass. All Californians – smokers and nonsmokers, alike – should be against this bill and stop it from being considered further.”</p>
<p>McCalla also said that conflicting evidence regarding the health-related effects of secondhand smoke should not be dismissed out of hand.</p>
<p>According to the website of the bill’s sponsor, “There is no safe level of exposure to secondhand smoke.” McCalla pointed out that the federal government disagrees with this statement and says safe levels of secondhand smoke do exist and they are well within the air quality levels found in most bars and restaurants that permit smoking.</p>
<p>“That safe level of exposure has been established by none other than the Department of Labor’s Occupational Safety and Health Administration. Don’t you think if secondhand smoke in the workplace was an issue that OSHA would move in to protect the employees?” he asked.</p>

			<content:encoded><![CDATA[<p><strong><span style="font-size:medium;"> </span></strong><span style="font-size:medium;">Smokers with schizophrenia have significantly higher levels of tobacco craving than smokers without the mental health condition, even when levels of nicotine dependence are similar, study results show.</span></p>
<p>The findings, published in the journal <em>Schizophrenia Research</em>, indicate the importance of effective smoking cessation and prevention programs for patients with schizophrenia.</p>
<p>Schizophrenia patients are significantly more likely to smoke than the general population and are at significantly greater risk for cardiovascular-related mortality, explain Deanna Kelly (University of Maryland School of Medicine, Baltimore, USA) and team.</p>
<p>However, they add that despite this, &#8220;current treatments for tobacco dependence in this population have shown only modest success and have not been widely offered in general practice.&#8221;</p>
<p>To investigate whether increased levels of tobacco craving my partly explain the poor success rate of tobacco cessation programs among schizophrenia patients, the researchers studied 100 smokers with the mental health condition and 100 mentally healthy smokers (controls) who were aged between 18 and 65 years.</p>
<p>There were no significant differences between the groups regarding nicotine dependence, as assessed using the Fagerström test for nicotine dependence, number of cigarettes smoked daily, expired breath carbon monoxide, and age at smoking initiation.</p>
<p>Participants in both groups completed the Tobacco Craving Questionnaire-Short Form (TCQ-SF) immediately after smoking a cigarette and again 10-15 minutes later. The TCQ-SF is designed to assess tobacco craving in four dimensions: emotionality (anticipation of relief from withdrawal symptoms or negative mood), expectancy (anticipation of positive outcomes from smoking), compulsivity (lack of control over tobacco use), and purposefulness (intention and planning to smoke for positive outcomes).</p>
<p>The researchers found that there were no significant differences in total TCQ-SF scores between schizophrenia patients and controls immediately after smoking a cigarette, at 46.7 and 42.8, respectively.</p>
<p>However, there were significant differences in total TCQ-SF scores between schizophrenia patients and controls after 10-15 minutes, at 50.0 versus 38.6, indicating greater levels of tobacco craving in the schizophrenia patients.</p>
<p>TCQ-SF scores for emotionality, compulsivity, and purposefulness were also significantly greater in the schizophrenia group than the control group 10-15 minutes after smoking a cigarette, at 11.6 versus 8.0, 11.5 versus 7.9, and 13.5 versus 11.1, respectively. Schizophrenia patients also scored higher than controls at this time for expectancy, at 13.4 versus 11.5, but the difference was not significant.</p>
<p>Age and gender had no significant effect on the findings, the researchers note.</p>
<p>Kelly <em>et al</em> conclude: &#8220;Tobacco craving as measured by the TCQ-SF was significantly greater in people with schizophrenia than controls 15 minutes post-smoking, despite similar scores in dependence and similar smoking histories and current smoking patterns.&#8221;</p>
<p>They add: &#8220;This information will provide insight to guide future development of effective prevention and treatment strategies to address this comorbidity.&#8221;</p>

			<content:encoded><![CDATA[<p><span style="font-size:medium;">Pregnant non-smokers who breathe in the second-hand smoke of other people are at an increased risk of delivering stillborn babies or babies with defects, a study led by researchers at The University of Nottingham has found.</span></p>
<p>The study, published in the April edition of the journal Pediatrics, found passive smoking increased the risk of still birth by almost one-quarter (23 per cent) and was linked to a 13 per cent increased risk of congenital birth defects.</p>
<p>The findings underline the importance of discouraging expectant fathers from smoking around their pregnant partners and warning women of the potential dangers of second-hand smoke both pre-conception and during pregnancy.</p>
<p>Dr Jo Leonardi-Bee, of the UK Centre for Tobacco Control Studies at the University, said: &#8220;Mothers&#8217; smoking during pregnancy is well-recognised as carrying a range of serious health risks for the unborn baby including fetal mortality, low birth weight, premature birth and a range of serious birth defects such as cleft palate, club foot and heart problems.</p>
<p>&#8220;Since passive smoking involves exposure to the same range of tobacco toxins experienced by active smokers, albeit at lower levels, it is likely that coming into contact with second-hand smoke also increases the risk of some of all of these complications.&#8221;</p>
<p>The study is the first of its kind to draw together the results of research from around the world into the effects of second-hand smoking on pregnancy and to estimate the potential increased risks.</p>
<p>The findings were drawn from a systematic review of 19 studies carried out in North America, South America, Asia and Europe and centred on pregnant women who did not smoke themselves but were exposed to second-hand smoke in the home by their partners or in the workplace by colleagues.</p>
<p>The research looked at the potential effects of passive smoking on miscarriage, newborn death and congenital birth defects.</p>
<p>The study did not find an increased risk of miscarriage or newborn death from second-hand smoke and was not associated with any one congenital defect — the overall increase was only seen after</p>
<p>the results from all the studies were pooled.</p>
<p>The researchers say fathers who smoke should be more aware of the danger they pose to their unborn child and that since it currently remains unclear when the effects of the second-hand smoke begin it is important to protect women from passive smoking both before and during pregnancy.</p>
<p>Dr Leonardi-Bee added: &#8220;What we still don&#8217;t know is whether it is the effect of sidestream smoke that the woman inhales that increases these particular risks or whether it is the direct effect of mainstream smoke that the father inhales during smoking that affects sperm development, or possibly both. More research is needed into this issue although we already know that smoking does have an impact on sperm development, so it is very important that men quit smoking before trying for a baby.</p>
<p>&#8220;We also need to continue to find other good public health interventions that can reduce the exposure of these women to passive smoke. One possibility could be for the partner to use smoking cessation treatments such as nicotine replacement therapy (NRT) patches as temporary abstinence interventions in the home and car when they are in the company of the woman.</p>
<p>&#8220;The risks are related to the amount of cigarettes that are smoked — the data suggests that being exposed to around 10+ cigarettes a day is enough for the risks to be increased so it is therefore very important for men to cut down. Ultimately though, in the interests of their partner and their unborn child the best option of course would be to give up completely.&#8221;</p>

<div>LONDON (AP) &#8211; The cigarette packs piled into prominent displays behind store counters and supermarket checkouts in England can&#8217;t be missed. The displays occupy prime retail real estate, helping to keep addicts hooked and quitters tempted.But the British government announced a ban on the point-of-sale displays Wednesday, a move which would keep cigarettes hidden away and make it that much more difficult for smokers to find their fix.</div>
<p>The British Medical Association said it was &#8220;very pleased&#8221; with the announcement, citing research which it said showed that a display ban would play &#8220;a key role in discouraging children from smoking and &#8230; also help smokers quit.&#8221; The association&#8217;s only complaint was about the deadline — which forces larger stores to take down their displays by April 2012 and gives smaller stores an extra three years to comply with the ban.</p>
<p>The ban doesn&#8217;t apply to other regions in the U.K. such as Scotland, where a similar ban has been held up by a legal challenge from Imperial Tobacco PLC.</p>
<p>&#8220;We cannot ignore the targeting of young people through these displays,&#8221; England&#8217;s Chief Medical Officer Sally Davies said in a statement, saying that the can&#8217;t-miss-it advertising encourages teens &#8220;to start smoking at an age when they are less able to make an informed choice.&#8221;</p>
<p>England is following countries such as Iceland, Ireland and Canada, all of whom have already forced cigarettes under the counter. The government said it was still mulling over proposals to impose generic packaging on all tobacco products — a move which would force cigarette makers to use plain, logo-free packs.</p>
<p>Australia is already working toward a generic packaging system. If it followed suit, England would be the first nation in Europe to do so.</p>
<p>Meanwhile, England&#8217;s display ban drew predictable responses from both sides of the tobacco wars, with health groups cheering and retailers grumbling.</p>
<p>The Association of Convenience Stores said the new regulations would impose 40 million pounds ($65 million) in costs as owners dismantled their displays and refit their counters, while the National Federation of Retail Newsagents described it as a &#8220;betrayal of our nation of shopkeepers.&#8221;</p>

<div class="body storyContent" style="font-size:100%;">New York State is awaiting a ruling from a federal appeals court on the long-simmering tobacco tax issue, said Thomas Mattox, who was confirmed Tuesday by the State Senate to the tax commissioner&#8217;s post. &#8221;We&#8217;re prepared to enforce immediately,&#8221; Mattox said after being unanimously backed by the Senate Finance Committee for the tax post.</p>
<p>Mattox said the agency is prepared to issue tax-free coupons to members of Indian tribes and collect the tax on non-Indian customers &#8220;as soon as we are [allowed] to do so by the courts.&#8221;</p>
<p>Is he concerned about possible confrontations as occurred the last time the state tried to collect the tax in 1997?</p>
<p>&#8220;I don&#8217;t have the expertise on that. I think that&#8217;s really a question for law enforcement,&#8221; he said. &#8220;Our focus has been on the tax laws and our requirements under them, and we are prepared to enforce them.&#8221;</p>
<p>Seneca Nation President Robert Odawi Porter issued a statement following Mattox&#8217;s comments.</p>
<p>&#8220;There&#8217;s nothing new here,&#8221; Porter said. &#8220;The Nation prefers dialogue to confrontation. When the state wants to discuss this issue, we&#8217;ll be open to those discussions. As always, we will defend our treaty rights vigorously.&#8221;</p>
<p>Gov. Andrew M. Cuomo is counting on $130 million in revenue by ending the tax-free Indian tobacco sales. The state wants to collect the tax &#8220;upstream&#8221; at the tobacco wholesale level so that the taxes already would have been paid to Albany by the time cigarettes reach Indian retailers.</p>
<p>The state wants to collect its $4.35-per-pack excise tax, which is not being charged to smokers who buy from Indian retailers.</p>
<p>The Senate Nation, whose private tobacco retailers are considered the biggest Native American cigarette suppliers, is fighting the Cuomo effort in court and before the Legislature. They argue that the tax-free sales are protected by treaty rights and that they will not be party to a tax collection effort by Albany.</p>

			<content:encoded><![CDATA[<p><span style="font-size:medium;">Many longtime smokers quit spontaneously with little effort shortly before their lung cancer is diagnosed, leading some researchers to speculate that sudden cessation may be a symptom of lung cancer.<br />

Most patients who quit did so before noticing any symptoms of cancer, according to the study, which was published in the March issue of the <em>Journal of Thoracic Oncology</em> (JTO), the official monthly journal of the International Association for the Study of Lung Cancer (IASLC).</p>

<p>&#8220;It is widely known that many lung cancer patients have stopped smoking before diagnosis,&#8221; said Dr. Barbara Campling, professor in the Department of Medical Oncology at Thomas Jefferson University in Philadelphia. &#8220;This observation is often dismissed, by saying that these patients must have quit because of symptoms of their cancer. However, we found that the majority of lung cancer patients who stopped smoking before diagnosis quit before the onset of symptoms. Furthermore, they often quit with no difficulty, despite multiple previous unsuccessful quit attempts. This has led us to speculate that, in some cases, spontaneous smoking cessation may be an early symptom of lung cancer.&#8221;</p>
<p>Researchers interviewed 115 lung cancer patients from the Philadelphia Veterans Affairs Medical Center, all of whom had been smokers. Fifty-five (48%) had quit smoking before diagnosis, and only six of those (11%) had experienced symptoms of lung cancer by the time they quit. Patients with lung cancer who quit were as dependent on nicotine, when their smoking was at its highest point, as those who continued to smoke. Yet 31% reported quitting with no difficulty.</p>
<p>For comparison, researchers also interviewed patients with prostate cancer and those who had suffered a heart attack. They found that the median interval between quitting smoking and lung cancer diagnosis was 2.7 years. This compared with 24.3 years for prostate cancer and 10 years for a heart attack.</p>
<p>Researchers speculated that spontaneous smoking cessation may be a presenting symptom of lung cancer, possibly caused by tumor secretion of a substance interfering with nicotine addiction.</p>
<p>The results should not encourage smokers to continue smoking, Campling said.</p>
<p>&#8220;There is a danger that this study could be misinterpreted as suggesting that heavy smokers should continue smoking,&#8221; Campling said. &#8220;We emphasize that all smokers must be strongly encouraged to stop.&#8221;</p>
<p>The research was supported by a grant from the Veterans Affairs Healthcare Network Competitive Pilot Project.</p>
